GENERAL STATEMENT OF JOB Coordinates the safety, security, and daily operations of the airports in the Okaloosa County Airports system.
EXAMPLES OF WORK •Follows established aviation regulations and airport guidelines, policies and procedures for maintaining safe terminal and ramp management. This includes ensuring compliance with federal (FAA), State (FDOT, FDEP), and County standards, regulations, and ordinances relating to airport facilities, tenants and contractor agreement compliance associated with operating a FAA Part-139 and general aviation airports.
•Responsible for controlling the movement of aircraft and issuing specific instructions for push-backs and taxi lane designation while monitoring inbound and outbound aircraft movements on the airport's taxi lanes and ramp area all while helping to ensure safe and efficient flow of arriving and departing aircraft and facilitating coordination with Eglin Air Force Base Air Traffic Control (ATC).
•Performs facility and systems inspections; maintains working environment and equipment in a clean and orderly manner.
•Responds to security/emergency incidents, responds to all alerts, ground and aircraft emergencies; assists with rescue work.
•Monitors construction progress, coordinates meetings and special projects; enforces construction and contractor compliance with all pertinent rules, regulations, policies and contractual agreements; performs resident project inspections on airport construction projects as assigned.
•Acts as a liaison between airlines, Fixed Base Operators, tenants, contractors and federal and state agencies.
•Provides customer service to passengers, tenants, contractors and airlines; conducts airline operations meetings with airline partners and other tenants as required.
•Maintains pertinent records; prepares and delivers reports on airport operations and incidents as needed.
•Monitors aircraft operations and radios; relays airfield advisories and other information as needed.
•Performs safety and security checks on aircraft parking apron.
•Monitors/maintains compliance with the ASP (Airport Security Program), ACM (Airport Certification Manual), the AEP (Airport Emergency Plan), and CFR Part-139 training and general aviation airports are in compliance with Florida State Statute Chapter 14-60 - Airport Licensing, Registration and Airspace Protection.
•Participates in the development, implementation and improvements to airport sponsored occupational safety and health committees, OSHA regulatory programs, driver training programs, and any other related committees designed for improvement.
•Performs other duties as assigned.
MINIMUM QUALIFICATIONS Education, Training and Experience: Associate's Degree in Aviation Management, Operations Management or related field supplemented by a minimum of two (2) years in a commercial service and/or general aviation airport operations related field or an equivalent combination of education, training and experience that provides the required knowledge skills and abilities. Knowledge of FAA Federal Aviation Regulations, Advisory Circulars and TSA regulations and policies pertaining to commercial and general aviation preferred. Excellent interpersonal, verbal and written communication skills preferred. Proficiency with Microsoft Word, Excel, and PowerPoint preferred.
Licenses and/or Certifications: Requires a valid driver license. Must be able to obtain and maintain an airport issued Secure Identification Display Area (SIDA) badge.
OTHER REQUIREMENTS Physical Requirements: Must be physically able to operate a variety of hand held and electrical equipment and tools. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds frequently, and/or up to 10 pounds to constantly lift, carry, push and pull or otherwise move objects. Must be able to perform manual tasks and remain on feet for extended periods of time. Physical demands are in excess of those for sedentary work.
Language Ability: Requires the ability to communicate effectively in English, including ability to convey, record and exchange information, to explain procedures, to give, receive and follow verbal and written instructions. Requires the ability to read a variety of moderately complex records, policy and procedure manuals, codes, etc. Requires the ability to prepare forms and reports using prescribed formats.
Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.
Numerical Aptitude: Requires the ability to add, subtract, multiply and divide; calculate decimals and percentages.
Interpersonal Temperament: Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress when confronted with emergencies or tight deadlines.
